With the project management consultant yet to be brought on board, Goa is likely to miss the Oct 31 deadline to submit the maritime and waterways masterplan for Goa's 105km-long coastline and riverine network. The Captain of Ports expects to complete the masterplan only by Dec, said Captain of Ports Octavio Rodrigues on Friday.
Speaking at the India Maritime Week 2025 roadshow, Rodrigues said that only once the consultant is appointed can the masterplan be drafted. "We need to produce the masterplan to the ministry of shipping and waterways so that we get the funding from central govt," said Rodrigues. "We have already selected the consultant and within the next week we will be bringing them on board. We will then begin drafting the masterplan."
A coordination committee with representatives from various departments and authorities has been formed to oversee the preparation of the masterplan. "We have informed the Centre that we will submit the masterplan by Oct 31 but we will try to increase that time to maybe Dec," said Rodrigues.
Rodrigues said that the key focus areas for the masterplan are the upgradation of river transportation through Ro-Ro and Ro-pax ferries, water taxis, blue economy development, fisheries, promoting green energy navigation, promoting and adopting green fuels, and the development of marine fuel stations. "We have proposed a 200m concrete jetty near our bridges for the cruise vessels and coastal police vessels. Funding will be under IWAI and Sagarmala," said Rodrigues.
